If you go to "\SteamLibrary\SteamApps\common\Sid Meier's Civilization VI\Base\Platforms\Windows\audio" and open Music_bank.xml in Note Pad, and use ctrl F to find "France", you can find all the numbers corresponding to France's themes. The ambient themes for France are less lively than the regular theme for France, so I doubt that's it to be honest.
